Katie Drago, MD, FACP

Board Chair

Katie is originally from California and graduated from the University of Arkansas in 2011 with her medical degree. She completed residency in Internal Medicine in 2014 and fellowship in Geriatric Medicine in 2015 at Oregon Health & Science University. Katie joined the OHSU Division of General Internal Medicine & Geriatrics in 2015 to develop and run the Inpatient Geriatrics Program, providing consultative geriatrics care for hospitalized older adults in partnership with medical and surgical providers.

Katie’s academic interest is in systems improvement focused on the care of hospitalized older adults. She has worked to improve the care for adults with delirium, standardize safe prescribing practices and enhance the care of older adults with acute fragility fractures.


Amit Shah, MD

Amit is currently Chief Medical Officer at CareOregon. In his current role he has responsibility for population health, quality assurance/ improvement, healthcare informatics, behavioral health, dental, benefit/ utilization management, pharmacy, and CareOregon’s home-based, palliative, and hospice provider, Housecall Providers. He previously served as Senior Medical Director of Network Services at Care Oregon specifically working on clinical informatics and clinical system redesign. Previously, he was the Medical Director of Multnomah County Health Department.

Amit received his medical training at the Drexel University School of Medicine in Philadelphia. He completed a Family Medicine residency at the Northern New Mexico Family Practice Program and is certified in Biomedical Informatics from Oregon Health Sciences University in Portland, Oregon. He attended the University of Rochester where he received his undergraduate degree in Molecular Genetics.

He is Board Certified in Family Medicine and received his Oregon State Medical License in June 2000. Dr. Shah has also been a member of the American Academy of Family Physicians since 1994. He also serves on various Oregon state advisory committees and is currently on the board for Fora Health (one of the largest SUD providers in Portland). He is a member of the Advisory Board since 4/2022.


Tec Han

Tec serves as the chair of the Finance committee and on the Executive and Community Impact committees. Tec is the Chief Investment Officer of Vibrato Capital LLC, a private investment office that oversees both tax-exempt and taxable portfolios. He brings experience in institutional investment management. Prior to Vibrato Capital, Tec was a senior analyst for Clark Enterprises, the National Railroad Retirement Investment Trust and Cambridge Associates. Tec graduated from Vassar College with a BA in Economics. He earned his MBA from the Johnson School of Management at Cornell University.


Andy Mendenhall, MD

As President and CEO, Andy oversees all aspects of Central City Concern. Andy joined CCC in 2017 as Senior Medical Director for Substance Use Disorder Services (SUDS) and became Chief Medical Officer (CMO) in 2018. During his tenure, Andy has elevated and diversified CCC’s service level to offer a broad array of evidence-based practices to match client needs. As CMO, Andy brought oversight and responsibility for the agency’s medical and clinical services, provided leadership to staff, helped set the agency’s strategic direction, promoted ethical and quality care and led CCC through the COVID-19 pandemic. He became President and CEO in July 2022. Andy is Board Certified in Addiction Medicine and Family Medicine. He graduated from the University of Portland and trained as a medical student and resident family physician at OHSU. He worked at Providence Health Systems and CleanSlate Centers, and co-founded an outpatient integrated treatment program called HealthWorks NW, which was acquired by Hazelden Betty Ford in 2012. Andy’s heart has always been anchored in service work to the most vulnerable and simultaneously resilient members of the Portland metropolitan region.


Megan Jensen, MBA

Megan has worked in academic medicine as an administrator for over 20 years. She is currently Director of the Division of Hematology & Medical Oncology, OHSU Knight Cancer Institute. Megan works with clinicians and scientists who treat cancer, and within her role helps with the administration of the Palliative Medicine program. She joined OHSU in 2009 where she started as the Dept Administrator for Urology. Prior to relocating to Oregon, Megan worked for the UAB Cancer Center in Birmingham, Alabama, and City of Hope in California.

Born and raised in Oregon, Megan graduated with a degree in Public Relations from Gonzaga University, and received her MBA from George Fox University. Her primary hobby, activity, and joy in life is her husband Grant and their teenage daughters, Tully and Maeve.


Woody English, MD, MMM

Woody serves as chair of the Quality and Health Outcomes committee and on the Executive, Finance, and Governance and Operational Excellence committees. Woody is the past president of the board of Housecall Providers. He brings to the CareOregon board a broad experience in health care delivery. This includes primary care internal medicine and specialty practices in infectious diseases, epidemiology, public health, hospital medicine, home care, palliative care and hospice. He held several leadership positions during the 33 years he worked with Providence Health and Services in Portland. In his retirement, he continues to engage in community-based projects to improve care provided for people with chronic progressive medical conditions.


Lorie Dolo Scott, MHL, BSN, RN

Lorie is a nurse with over 20 years of experience. She has spread her career over 6 countries, clinical operations, community development, disaster response, project management, quality and designing patient experience strategies. She has a Master’s Degree in Healthcare Leadership, a LEAN green belt, and is certified as a change management facilitator. She enjoys designing and delivering trainings that help healthcare workers remember why they went into healthcare and how to create spaces of connection and healing with their patients. She grew up in Oregon and lives in Tigard with her three kids, husband and dog Jackson. She is a voracious learner, a life coach, and enjoys star gazing, trying new activities and setting goals and crushing them.


Joe Hardman, MD, MBA

Joe is Associate Professor of Medicine at Oregon Health & Science University, where he practices general internal medicine. He received his B.S. degree in Physiological Science from the University of California, Los Angeles in 1997 and his M.D. degree from the University of California, San Diego in 2003. He completed his internal medicine residency at Beth Israel Deaconess Medical Center, Harvard Medical School, where he was also chief resident. He has worked at OHSU for 14 years, previously serving as Associate Residency Program Director for the Internal Medicine residency program, running the primary care track and responsible for the ambulatory training for all 100 internal medicine residents. He also served as Medical Director of the Internal Medicine practice at OHSU and Medical Director of Clinical Integration, during which time he served on CareOregon’s clinical work group and steering committee. He received his Master’s of Business Administration in 2018 and has been the Chief Medical Officer and Chief Clinical Integration Officer at OHSU Health Hillsboro Medical Center (formerly Tuality Healthcare) since 2017. He is a board member of Health Share of Oregon and a board member chair for the Oregon Collaborative of Integrative Medicine.


Susan Hearn, MM

Susan is a thirty-two-year resident of Ashland, Oregon, where she worked in hospital-based health education and hospice leadership roles, serving the aging and end-of-life care needs of Southern Oregonians. A former executive director for two non-profit residential hospice projects, Celia’s House in Medford and Hopewell House in Portland, Susan is currently consulting to create another Oregon based residential hospice, and she is providing business development services for aNUma, a company that provides evidence-based virtual reality programs designed to improve the mental, relational, and spiritual needs of patients facing serious disease.

Susan is a 1987 graduate of University of Oregon and of Southern Oregon University in 2011 with a Master’s in Management and an Aging Services Certificate. Susan’s master’s thesis focused on integrating palliative care nurse and social work consultation in the primary care setting. Susan’s primary research formed the basis of a Cambia Health Foundation grant which funded palliative care pilot projects in internal medicine and extensive community and palliative healthcare education provided by the nonprofit organization Choosing Options, Honoring Options (COHO).

Serving as Learning Well Officer for La Clinica, a Jackson County-based federally qualified health clinic, Susan learned the importance and impact of coordinated care organizations providing value-based care. She recognizes Housecall Providers’ Advanced Illness Care team’s palliative home visits as fundamental to improving the quality of life for low-income patients wanting to remain independent while receiving palliative services and avoiding unnecessary hospitalization.


Michelle Rasmussen, MD, MHA

Michelle serves as Associate Chief Medical Officer at Salem Health Hospitals & Clinics, where she oversees clinical operations across multiple specialties, including family medicine, internal medicine, neurology, psychiatry, and sleep medicine. She chairs both the Primary Care Quality Committee and the Patient-Provider Conflict Committee, leading initiatives to enhance care quality and strengthen patient-provider relationships.

Board Certified in Family Medicine, Michelle has over two decades of experience as a physician and healthcare leader. She has served as a Medical Director and Family Medicine physician, led the integration of private practices into a hospital system, managed Salem Health’s COVID-19 response, and developed the Pain Management Clinic to address opioid use challenges.

Michelle earned her Doctor of Medicine from Oregon Health & Science University, completed her Family Medicine residency at The Washington Hospital in Pennsylvania, and holds a Master of Health Administration from the University of Washington. She is bilingual in English and Spanish and an active member of professional organizations, including the American Academy of Family Physicians and the Marion-Polk County Medical Society.
