Rebecca Ramsay, MPH, BSN

Chief Executive Officer

Rebecca brings a wealth of health care knowledge, leadership skills and passion to her role as chief executive officer of Housecall Providers. The former executive director of Population Health Partnerships for CareOregon, Rebecca earned a nursing degree from the University of Wisconsin-Madison and a master’s in Public Health from Portland State University.

During her 12 years with CareOregon, she collaborated with a broad array of community stakeholders to create innovative population health programs and care transformation initiatives. Rebecca served for six years as faculty for the Institute for Healthcare Improvement (IHI), making major contributions to the framework and curriculum of IHI’s “Better Health, Lower Cost” national learning collaborative. She was selected to work alongside national leaders in the Complex Care Innovation Lab hosted by the Center for Health Care Strategies to build more-effective models of caring for high-risk, high-need individuals. Rebecca currently serves as the co-chair for the Legislative and Policy Committee of the American Academy of Home Care Medicine and as a member the Program and Planning Committee. She is also on the Board of Directors of the Home Centered Care Institute.

Throughout her public health career, Rebecca has focused on improving care and addressing inequities faced by vulnerable and underserved populations. She relies on her years of experience integrating proactive data, behavioral health services and chronic disease resources to bring the best possible care and services to patients with complex needs.

In her free time, Rebecca loves to garden and cook, enjoys international travel and is passionate about watching her son play college baseball.  As an avid cyclist, she’s always looking for the next big hill to climb.

Pamela Miner, M.D.

Chief Medical Officer

In 2014, Dr. Pamela Miner succeeded our founder, Dr. Benneth Husted, as medical director. Pamela earned her medical degree from Northwestern University Medical School. She completed her training in internal medicine at Beth Israel Deaconess Medical Center in Boston and in hospice and palliative care at the Harvard Palliative Care Fellowship Program and remains board certified in both specialties.

She has worked at the intersection of primary care, hospice and palliative medicine throughout her career in Massachusetts and in Oregon supporting patients with multiple chronic conditions to live their best. She is passionate about helping patients and families navigate the complexities of the health care system, and ensuring they get care that meets their needs and improves their quality of life. When not improving lives by bringing health care home, she keeps busy with family life and enjoys hiking in Oregon parks.

Kristi Youngs, BSN, RN, CHPN

Chief Clinical Operations Officer

Kristi brings nearly 20 years nursing experience and clinical leadership to her role as Chief Clinical Operations Officer. After earning her nursing degree from Walla Walla University, Kristi worked in the hospital inpatient setting and managed a primary care clinic before finding her niche in hospice and palliative care. 

Kristi relies on her years of experience as a certified hospice and palliative care nurse leading initiatives that improve the quality of life for people living with serious illness. Kristi led a several-year effort to build a safety net palliative care program while at CareOregon and has transitioned this program to Housecall Providers, and her work continues to be focused on bringing about relationship-based health care to people who would otherwise not have access to it. As a faculty member of Vital Talk and the End-of-Life Nursing Education Consortium, Kristi also provides serious illness trainings. She is a member of the Hospice and Palliative Care Nursing Association.

Outside of work, Kristi loves photography, being outdoors, and skiing with her family. She is passionate about bringing relationship-based health care to people who would otherwise not have access to it.

Housecall Providers Director of Finance Andy Wyne

Andy Wyne

Finance Director

Andy has a long history of financial and revenue cycle leadership across diverse healthcare industries. He has a bachelor’s degree in economics from the University of Utah and a master’s degree in business administration from Boise State University.

Andy worked for fifteen years for a not-for-profit hospital-based home health & hospice agency in a variety of leadership positions and developed a deep understanding of the importance of in-home care for seriously ill and homebound individuals. He has seen firsthand the positive impact a team of resolute clinicians and providers can have on a person’s life, and he strongly believes that the future of healthcare is in the home.

Andy loves spending time with his family, reading, and cheering on his amazingly talented dancing daughters.

JC Provost, APRN, DNP, FNP-C

Primary Care Medical Director

JC began his tenure with Housecall Providers in 2004 as a primary care provider and celebrated his 20th anniversary with the organization in 2024. He graduated from the University of Portland School of Nursing with a Master of Science in 2003 and earned his Doctor of Nursing Practice degree in 2011.

Although new to home-based primary care medicine at the start of his career, JC quickly excelled in managing a substantial caseload on Portland’s westside. His leadership skills propelled him to roles including lead provider, associate medical director, and currently, primary care medical director.

JC’s commitment to direct patient care, fostering relationships with patients and their families/caregivers, and enhancing systems and quality processes led to his involvement with various organizations. He served as chair of the state Nurse Practitioner Organization from 2012 to 2015. Additionally, he represented primary care providers on the Health Share of Oregon Board of Directors and chaired the quality committee from 2014 to 2019.

In his spare time, JC pursues his interests as an aspiring bonsai artist, ceramicist, and quilter, and enjoys cooking international cuisine.

Craig Tanner, MD

Hospice Medical Director

Craig has been an integral part of Housecall Providers Hospice since 2022. With over a decade of experience in hospice and palliative medicine, Dr. Tanner has served patients across various settings and local healthcare systems, including inpatient, outpatient, and home care at Legacy, Kaiser, and Veteran Affairs.

Following his residency, Craig pursued advanced training in educational methods. For nearly 20 years, he has been dedicated to teaching clinical medicine and communication skills to healthcare professionals, including physicians, nurses, and social workers. His expertise in communication spans from behavior change counseling to guiding discussions on serious illness and end-of-life care. Craig brings a wealth of knowledge and compassion to his role, ensuring the highest standard of care for every patient he serves.

Richard Holman, MBA, MSN, RN

Hospice Director

With nearly 20 years of healthcare experience, including the last 14 years in hospice care, Richard brings a wealth of knowledge to his role as Hospice Director. His journey began as an EMT and evolved into a nursing career, allowing him to witness firsthand the growing needs and support required by individuals living at home with serious illnesses.

Richard’s diverse background in various roles—such as EMT, CNA, LPN, and RN, as well as in insurance-based case management and CNA instruction—and his experience in different care settings, including skilled nursing, uniquely position him to connect with staff, patients, and families alike. His passion for education led him to complete his nursing degree at Lower Columbia Community College, followed by an MBA and MSN in Nursing Leadership from Grand Canyon University.

Richard’s extensive experience in nearly every role within hospice nursing uniquely equips him to lead our hospice team with exceptional insight and effectiveness.

Kelly Ambrose, RN

Advanced Illness Care Director

Kelly Ambrose has developed and managed palliative care programs since 2015. She currently leads the Advanced Illness Care team at Housecall Providers, the only community-based palliative care program in Oregon focused exclusively on Medicaid patients.

Kelly has more than 20 years of healthcare experience, including 17 years as a nurse working with high-risk populations in the community and in a federally qualified health center. Throughout her career, Kelly has worked on multi-disciplinary teams, addressing socially complex patients’ medical needs as well as their access to food, housing while navigating the complexities of the healthcare system.

Scott Paul, BSN, RN

Primary Care Director

Scott has nearly 20 years of nursing experience spanning multiple healthcare venues. After receiving his degree from Regis University, he started his career in critical care medicine but found that he wanted to develop deeper and longer-term relationships with patients and their families.

His transition to hospice was transformational in the way it allowed him to see the possibilities in the healthcare system and inspired him head down the leadership pathway. Scott has spent his career working with underserved populations and is a strong advocate against the inequities inherent in our healthcare system.
